Since the Nigerian Insurance Industry Reform Act 2025, driving without third-party cover risks a minimum ₦250,000 fine or up to 12 months imprisonment. The law does not care whether your certificate is conventional or takaful; your conscience might. This comparison covers what actually differs between the two, what motor takaful costs where prices are published, and how the claims experience is changing under the new 60-day rule. Facts verified August 4, 2026.

The structural difference in one minute
A conventional motor policy is a sale: the insurer takes your premium as its own money and pays claims as its own cost, profiting from the difference and from investing the float in interest-bearing assets. In motor takaful, your contribution enters a segregated participants' risk fund as tabarru; the operator earns a disclosed management fee, invests the pool only in Shariah-compliant assets, and pays claims from the mutual fund. When the pool ends the year in surplus, that surplus belongs to participants, and in Nigeria it has actually been paid, which is the practical difference the next section prices.
What motor takaful costs, where published
Compulsory third party is effectively price-regulated market-wide, so going takaful on the legal minimum costs you nothing extra. Above the minimum, Noor Takaful publishes its 3rd Party Plus line in three annual tiers, ₦40,000 Silver, ₦60,000 Diamond, ₦80,000 Gold, adding own-damage cover up to ₦1 million, unlimited third-party bodily injury liability, third-party property damage to ₦5 million and participant medical expenses to ₦30,000. Comprehensive cover at all operators is quote-based on vehicle value, as it is conventionally. The operators' comprehensive covers span the standard perils: collision, overturning, fire, theft and malicious acts, with Noor's private-car third-party property limit at ₦3 million and commercial at ₦5 million. Jaiz Takaful issues third-party certificates through its app in five steps; Salam Takaful sells through its app, WhatsApp and USSD (*2200#).
The surplus: money back for claim-free years
Conventional insurers keep underwriting profit; takaful returns it. Motor is a major surplus contributor in the Nigerian books: Jaiz returned ₦60.01 million to claim-free motor participants for 2022 alone, within a four-year distribution record totalling ₦586 million under its published 80/20 policy. Noor distributed ₦404.19 million across its book for FY2023. Salam's May 2026 event paid 220 beneficiaries. Surplus is proportional to contribution, requires a claim-free year, needs actuarial recommendation and NAICOM approval, and is never guaranteed; a bad claims year yields nothing, honestly. But over several claim-free years the effective cost of takaful motor cover undercuts an identically priced conventional policy by exactly the surplus returned. The full mechanics are in takaful surplus explained.
Claims: the 60-day law and the 48-hour promise
NIIRA 2025's Section 210 requires admitted claims settled within 60 days of notification, on pain of a ₦500,000 penalty plus monthly compound interest at the prevailing bank rate, a serious upgrade on the old 90-day regime. Against that statutory floor, Salam promises all validated claims paid within 48 hours, the boldest service standard in the market, and Noor's ₦11 billion of claims paid since 2017 is the deepest claims track record among the operators. Takaful also changes the incentive structure in your favour: the operator's fee does not grow by denying your claim, since claims are paid from the participants' fund, not the operator's pocket.
The honest comparison table
| Factor | Conventional | Motor takaful |
|---|---|---|
| Legal validity | Meets NIIRA requirement | Meets NIIRA requirement identically |
| Premium/contribution | Market-priced | Comparable where published (Noor tiers ₦40k-₦80k) |
| Underwriting profit | Kept by shareholders | Returned to claim-free participants, subject to approval |
| Float investment | Interest-bearing assets | Shariah-compliant assets, heavily sukuk |
| Claims deadline | 60 days by law | 60 days by law; Salam promises 48 hours validated |
| Shariah status | Impermissible per mainstream scholarship | Purpose-built to be permissible |
How to switch at renewal
- Get takaful quotes two weeks before your current policy expires; all five operators quote motor, with Crown's motor line still undocumented at our crawl, so the practical field is Noor, Jaiz, Salam and Hilal.
- Match cover levels exactly: third-party property limits, own-damage caps, medical expenses, excess amounts.
- Ask for the operator's surplus distribution history in writing; it is the differentiator you are paying the same money for.
- Confirm the claims process and documentation requirements before you need them.
- Never let cover lapse in the gap; the ₦250,000 minimum fine is now real enforcement policy.
What happens at claim time, in detail
Claims are where insurance of every kind is truly tested, so walk the process before you need it. Notify the operator immediately after the incident through the channels stated on your certificate, because late notification is among the commonest grounds for friction. Document everything at the scene: photographs of vehicles, positions and damage, details of the other party and witnesses, and a police report where injury, theft or serious damage is involved. Submit the claim form with your certificate, driver's licence and the supporting documents the operator lists. The operator may appoint a loss adjuster to inspect; cooperate and keep copies of every submission. Settlement then follows assessment, and NIIRA 2025's Section 210 puts a statutory 60-day limit on the process with regulatory consequences for breach, a protection conventional policyholders share but takaful buyers should invoke just as confidently.
Comprehensive versus third-party in the takaful frame
The structural choice is identical to conventional cover. Third-party motor cover is the legal minimum, now genuinely enforced under NIIRA 2025's compulsory insurance provisions, and it protects other people from you: their vehicle, their property, their injuries. It pays nothing for your own car. Comprehensive cover adds your own vehicle's damage, theft and fire, priced off the vehicle's value, with an excess you bear on each claim. The takaful overlay changes the money's plumbing, contributions into a participants' pool under a disclosed wakala fee rather than premiums into an insurer's revenue, and adds surplus eligibility in claim-free years, but the cover decision follows the same logic: a vehicle whose loss you could absorb can carry third-party cover, while a vehicle whose loss would genuinely hurt belongs on comprehensive. Whichever tier you choose, declare accurately and insure the vehicle at honest value: under-declaring to cut contributions is both a claims problem and, in a mutual pool, a fairness problem toward the other participants whose contributions stand behind yours.
Frequently asked questions
Is motor takaful valid for police and FRSC checks?
Fully. Takaful operators are NAICOM-licensed insurers, their certificates upload to the industry verification systems, and NIIRA 2025's Section 200 gives takaful explicit statutory recognition.
Is takaful motor cover more expensive?
Compulsory third party is price-equivalent by regulation. On published upgrades, Noor's ₦40,000 to ₦80,000 tiers sit in the conventional market's range for similar cover. Comprehensive is individually quoted both sides; compare like for like.
Do I really get money back?
If your year is claim-free and the pool declares a surplus, yes, proportionally to your contribution: Jaiz's motor class alone returned ₦60.01 million for 2022, and its portal lets you check surplus due by policy number. No surplus is guaranteed in any given year.
What if my claim exceeds the pool?
The operator lends the pool the shortfall interest-free (qard), recoverable from future surpluses, and NAICOM capital requirements stand behind the operator. This is documented practice in Nigerian audited statements, not theory.
