What Noor Takaful is, and what licence it holds
Noor's vision page sets out the history in one sentence: established and licensed by NAICOM in April 2016 as the first full-fledged composite takaful operator, which means it writes both general (motor, property, marine) and family (life-type savings and protection) business under one licence. Before Noor, Nigerian takaful was sold through windows of conventional insurers. The company is part of Noor Group, whose contact page shares Noor Takaful's Gbagada address, and it describes itself as 100% Nigerian-owned. The takaful model Noor uses: wakala, mudaraba and the surplus
Noor's concept page explains the mechanism: participants contribute to a common fund from which claims are paid, and any surplus is shared among participants rather than kept by the operator. Its April 2026 article on business insurance states that the company operates 'both Wakala and Mudaraba models'. In the wakala model the operator earns a fixed agency fee for managing the fund; in the mudaraba model it earns a share of investment profit. The fee percentages are not published on the pages we read, so ask for the wakala fee in writing before you sign, because it determines how much of your contribution is actually available for claims and surplus.
The surplus is the part most Nigerians have never experienced from an insurer. Noor's third-party-plus motor page states that participants are eligible for surplus sharing where no claim is recorded during the policy period, and its family products list 'surplus sharing, if any' as a feature. Claims record and surplus: the numbers Noor itself publishes
Noor's April 2026 article states the company has 'paid N11 billion in claims and returned N950 million in surplus sharing' and serves 'over 15,000 participants across five states'. Its vision page says it has 'settled several claims in record time'. These are the operator's own figures, not audited disclosures broken out by year, and the claims figure is cumulative since the company began paying claims; our provider verdict records it as over N11 billion since January 2017, which is consistent. Noor publishes audited financial statements for 2023 and 2024 as downloads, plus regulatory financial condition reports, which is more than most of its rivals.
What is not published is the claims ratio, the average settlement time, or the surplus declared per product per year. A buyer who wants those should ask for the latest financial condition report and the surplus declaration for the product being bought. The article also summarises the NIIRA 2025 claims rule as it affects every insurer: admitted claims must be settled within 60 days, with a penalty of N500,000 plus interest for delay. Advisory Council of Experts and governance
Noor publishes its Advisory Council of Experts with biographies, which is the disclosure that separates a serious takaful operator from a marketing label. The chairman is Dr Ashraf, described as executive director of the International Shariah Research Academy for Islamic Finance and chairman of the Shariah Advisory Council at the Central Bank of Malaysia. The other members listed are Dr Abdussalam, a professor of Islamic economics and finance with Islamic Financial Services Board experience, and Dr Warshu Tijjani Rabi'u, a senior lecturer in Islamic law at Bayero University, Kano. The site also lists a board of directors and a management team, and its 'ethical' values page names the activities it will not cover: gambling, alcohol and prostitution.
How to buy and how to claim
There are three ways in. The products page has a Get a Quote button for each product. The Raha by Noor app, which the site describes as a digital takaful app for buying plans, filing claims, paying bills and receiving real-time updates, has a web sign-up at raha.noortakaful.ng. And the branch network takes walk-ins. Noor against Jaiz Takaful, Salam, Hilal and Crown
Nigeria has five takaful operators and they differ more on disclosure and distribution than on product lists. Jaiz Takaful is the transparency leader by our verdict: its audited annual reports disclose gross contributions and the surplus distribution in a way Noor's site does not, and it sits inside the Jaiz group in Abuja. Salam Takaful, based in Kano, is built for northern distribution: cover can be bought on WhatsApp or by dialling a USSD code, which Noor does not offer. Hilal Takaful has the longest pedigree, having started as a composite window in 2010, but publishes no claims record or surplus history. Crown Takaful was licensed only in December 2023 and has no claims history yet.

Verdict: who should choose Noor
A car owner in Lagos, Abuja or Kano should put Noor first on the list, because its third-party-plus tiers pay something back to the participant, its comprehensive cover publishes real third-party limits, the Raha app handles the claim, and the N11 billion claims figure is the largest any Nigerian takaful operator states. Get the Gold, Diamond and Silver prices in writing and compare them with the conventional insurer your bank's car financing partner would have used; the gap is usually small and the surplus eligibility is the tiebreaker.
A parent saving for school fees should look at Education Plus or Prosave only after asking for the illustrated maturity value, the wakala fee and the mudaraba profit-sharing ratio in writing, because the product pages publish features and not economics; if Noor will not put the numbers on paper, Jaiz Takaful's audited reports make it the safer choice for a long savings contract.
